Business sold factory locked phones knowingly

Dear customer It was factory unlocked phone we can’t lock it, there was no lock with any carrier such as ATT or T-Mobile. We sold more than 100 no one complain for the phones. Out of country every carrier have different rule if they wanna charge you more for unlocking means they are cheating you not us. You can come to the store again and the same phone we can show you is factory unlocked and use with any carrier, if the carrier is using a CDMA network then they have to program their software which may they charge you for.
