Mechanic charged for incomplete repairs and failed smog certification

Brian - your repair was performed under California’s Consumer Assistance Program (CAP), which helps qualifying customers with state-funded smog-related repairs. Under this program, the State of California covers 80% of the repair costs while the customer contributes 20%. In your case, because the repair estimate exceeded the value of your 2011 BMW with over 260,000 miles, state policy required that we invest a minimum of $650 in approved repairs before being eligible to refer the vehicle to a State Referee. We followed these state guidelines exactly to ensure your participation in the program remained valid. During the repair, our technicians informed you that the carbon buildup in your engine was extensive and hardened, making complete removal impossible with standard cleaning methods. Unfortunately, this type of buildup cannot be “vacuumed out,” as it is a solid deposit rather than loose material. We were able to remove a substantial amount, but as discussed, some carbon remained. We are committed to being transparent and following all California repair regulations while providing the best possible service within the program’s requirements.
